More Than $2.33 Million in Natural Gas Impact Fees to Benefit 63rd District, Says Bashline

HARRISBURG – Rep. Josh Bashline (R-Clarion/Armstrong) announced more than $2.33 million in impact fees paid by Marcellus Shale drilling companies will benefit residents in the 63rd District.
The Pennsylvania Public Utility Commission (PUC) reports that the distribution of $243.8 million from the 2025 reporting year is $79 million more than last year’s total due to an increase in new wells spud and a higher average natural gas price.
“Tapping into the resources beneath our feet strengthens our energy independence and reduces our reliance on foreign energy sources,” said Bashline. “From the creation of family-sustaining jobs to providing opportunities in our region, the natural gas industry is an extraordinary pillar to help us thrive.”
The following impact fee disbursements in the 63rd District were announced:
Armstrong County:
• Parker City - $5,840.
• Boggs Township - $125,646.
• Bradys Bend Township - $9,974.
• Cowanshannock Township - $54,652.
• Hovey Township - $1,547.
• Kittanning Township - $122,524.
• Madison Township - $18,415.
• Mahoning Township - $20,481.
• Perry Township - $10,638.
• Pine Township - $4,664.
• Plumcreek Township - $76,457.
• Rayburn Township - $74,386.
• Redbank Township - $42,218.
• Sugarcreek Township - $35,388.
• Valley Township - $71,879.
• Washington Township - $31,181.
• Wayne Township – $33,272.
• West Franklin Township - $56,895.

Armstrong and Clarion counties will receive $1.11 million and $141,274, respectively. Under Act 13 of 2012, impact fees are collected from the drilling companies with 60% returned to counties and municipalities affected by drilling. The rest of the money goes into a Marcellus Shale Legacy Fund, a portion of which is provided to counties. The remaining funds are used by the state for emergency response planning, training and other activities; water, storm water, and sewer system construction and repair; infrastructure maintenance and repair; as well as statewide environmental initiatives.
